• Taken methadone in the last 3
• Traumatic head injury in the last 3 months
• Medically unstable for treatment
• Unable to complete activities of daily living
• Qualifies for lower level of care
• Violent offense in the last 12 months
• Close family members/relatives currently in the withdrawal management center
